Kootenai Electric Cooperative is seeking to fill the position of Manager of Finance & Accounting. KEC is located in scenic North Idaho, the heart of abundant recreational opportunities. Settled in a beautiful lakefront mountain setting, it is a favorite destination for tourists. Just outside our back door are national forests, lakes, rivers, and trails offering plenty of opportunities for hiking, biking, boating/water sports, fishing, hunting, golfing, snow sports, and much more. The four distinct seasons offer recreational opportunities year round. The Coeur d'Alene/Hayden metropolitan area also offers a variety of entertainment and shopping venues and is a short 45 minute drive to the Spokane, Washington airport with access to domestic and international air travel.

Purpose of Position: The Manager of Finance and Accounting / CFO supervises Finance & Accounting Department staff and is responsible for the financial integrity of the Cooperative and all accounting processes and procedures required by the Cooperative, including activities concerning financial planning and analysis, general accounting, financial and statistical reporting, budgeting, cost of service studies, financial forecasts, federal and state tax filings and rate design. This position has a fiduciary level of care with respect to the membership and safeguards company assets through the development, implementation and monitoring of effective internal controls.

Job Responsibilities:
- Manages and provides leadership to departmental accounting, payroll, and work order staff. Supervisory responsibilities include planning, organizing, directing, coordinating, and controlling work activities of team members; setting of individual performance goals, evaluating individual performance, and training/development of team members' skills, knowledge, and abilities.
- Determines resource requirements to effectively and efficiently carry out assigned responsibilities, including but not necessarily limited to staffing, budget, materials, equipment, etc.
- Ensures goals, objectives, and work plans are aligned with and fully support Cooperative goals.
- Evaluates the effectiveness of internal control processes. Monitors organizational compliance with existing internal controls. Proposes improvements to these controls and directs their implementation when appropriately directed to.
- Establishes and maintains efficient accounting systems providing complete and accurate records of the Cooperative's assets, liabilities and financial transactions which comply with generally accepted accounting principles and RUS accounting standards.
- Advises the Board of Directors regarding selection of the Cooperative's audit firm. Oversees the Cooperative's annual audit. Communicates significant accounting issues with the General Manager and with the Board Audit Chair, when appropriate.
- Plans and manages daily cash flow of the Cooperative and takes necessary actions to cover obligations.
- Periodically evaluates the banking institutions with which the Cooperative deposits funds to assure the bank is stable and providing the quality service to the Cooperative at a reasonable price.
- Monitors the Cooperative's access to capital ensuring it has adequate borrowing authority to complete work specified by approved construction work plans and budgets. Coordinates with lending institutions to prepare and submit long- and short-term loan applications and requisitions funds as needed.
- Provides management and the Board of Directors with information and advice on the formulation of sound financial objectives and policies, equity management, investments, finances, rate design and budgeting.
- Oversees the development and preparation of the annual capital and operating budgets for submission to the Board of Directors and regularly reports on actual versus budgeted expenditures.
- Directs the preparation and maintenance of the general ledger, subsidiary ledgers, accounts payable, accounts receivable, payroll and property records. Prepares periodic financial reports for submission to the General Manager and Board of Directors.
- Monitors and analyzes the effectiveness and legal compliance of the Cooperative's capital credit management policies and procedures. Evaluates and assesses their impact on rates and equity.
- Arranges with insurance carriers for general business, property and liability insurance policies as required by the Cooperative, serving as risk manager for the cooperative in those areas. Assesses adequacy of insurance coverage, negotiates changes necessary, and proposes helpful changes.
- Directs the compilation of data and the preparation and analysis of special purpose reports, including cost of service, power requirements, rate design, financial and feasibility studies, and long-range financial forecasts for consideration by management and the Board of Directors.
- Ensures that all required reports are submitted to the appropriate agencies in a timely manner.
- Assists in organized labor contract negotiations by providing analysis of complex benefit programs and proposed changes.
- Works in conjunction with Human Resources to develop and periodically review the position descriptions as required for new positions, reassignments of activities or clarification of levels of responsibility within the department.
- Works in conjunction with Human Resources to interview, select, and appoint, personnel for the Accounting and Finance Department within the limitation of budget, in accordance with policies and procedures and subject to the General Manager's approval.
- Periodically evaluates compensation prevailing in the labor market for positions within the Accounting and Finance Department and recommends wage and salary adjustments in accordance with established policies and procedures and collective bargaining agreements.
- Documents employee performance and takes action, when necessary, to counsel employee or to implement performance improvement plans or take disciplinary action with the support of Human Resources.
- Performs other duties as assigned.

Job Requirements:
- Education/Experience:
- Requires a 4 year bachelor's degree from an accredited college or university in a finance-related field, such as financial management or accounting.
- Requires at least 5 years of related financial management and/or accounting experience in a management or supervisory role, preferably in the electric utility industry.
- CPA or CMA is preferred.
- Graduate level work in Accounting, Finance and Business Administration is preferred.

- Excellent interpersonal skills, including oral and written communication, oral presentations, the ability to build strong working relationships, and the ability to interact positively and collaboratively with employees at all levels within the organization, KEC board directors, and as required, KEC members.
- Excellent management skills, including the ability to effectively plan, organize, staff, direct, coordinate, and control departmental staff and work operations to attain established goals and objectives within resource constraints.
- In-depth technical competence and understanding of principles of financial management and accounting.
- Must have understanding of utility industry operations and financing.
- Strong leadership skills, including skill in motivating and inspiring staff, building cohesive teams, solving problems, and making sound decisions.
- Skilled in development of human capital, including setting of individual performance objectives; coaching, guiding, training, and motivating subordinates; development of subordinates' professional skills and competencies; measuring job performance, including performance evaluation; and identifying areas of opportunity to include implementation of appropriate developmental corrective plans.
- Keeps current on advances in the finance and accounting fields.
- Fosters a professional image by personally being visible, a positive role model and displaying a positive attitude. Inspires others.
- Valid driver's license.

Working Conditions
- Comfortable surroundings - primarily office environment.
- Normally a 40 hour per week work schedule, but may vary depending on work requirements.
- Use of office technology, including computer monitor, keyboard, mouse, and related peripheral devices.
- Travel may be required.
